So what you see at the end of the first (secondo) page is not a real cautionary key signature: it is a fake made up of carefully placed symbols, made by the "Four Hands" plug-in. It does not know that the last bar of the first page (secondo) skips to the first bar of page 3, which requires a key change.
So, Sibelius only knows about key changes that occur in the single sequence. You need to remember that Sibelius knows nothing of your Secondo, Primo layout: as far as Sibelius is concerned a score is one single sequence of music, starting on the first page, and ending on the last page. On its last bar, it's showing the cautionary change, but with no natural (despite it being selected).
